The symbol

The victory banner, last of the eight auspicious symbols, is raised on monastery roofs to celebrate the victory of wisdom over ignorance. As the last of the thirty-six divinations, DHI DHI, it doubles the syllable of wisdom.

The two throws

The Jeweled Banner of Victory comes up when the first throw of the die shows DHI (wisdom) and the second shows DHI (wisdom).

དྷཱི
First: DHI · Wisdom

DHI is the seed syllable of Manjushri, the bodhisattva of wisdom. It stands for clear understanding, intelligence and blessing, and it turns almost any throw toward a good outcome.
