Spray thrown up by the wind has no shape and goes nowhere. The name of this divination is blunt about what that means for a plan: there is no intelligence in it yet. It is one of the few signs that tells you to doubt yourself.
Empty of Intelligence comes up when the first throw of the die shows TSA (wind) and the second shows PA (water).
TSA is the syllable of wind. It carries movement, breath, messages and travel. It spreads news and fans flames, and it can scatter what is not tied down.
PA is the syllable of water. It soothes, nourishes and heals, and it carries feeling and enjoyment. Disturbed, water turns murky; dried up, it leaves nothing behind.
